IL PARLAMENTO EUROPEO DISCUTE LA NECESSITÀ DI UN MERCATO UNICO DELLA FILANTROPIA

Il Parlamento europeo ha riacceso, nella sua plenaria del 21 ottobre 2021, il dibattito sulla necessità di “Un mercato unico per la filantropia”. Il commissario europeo Mairead McGuiness, a nome del commissario Mariya Gabriel, ha accolto con favore l’iniziativa che chiede partenariati pubblico-privato per il bene comune. La sua introduzione è stata seguita dai contributi di diversi deputati, tra cui la vicepresidente Nicola Beer e il deputato Ilhan Kyuchyuk, che hanno avviato il dibattito.

L’obiettivo della risoluzione è quello di sbloccare il potenziale della filantropia nel processo di ripresa per il futuro dell’Europa, mobilitando risorse private complementari per il bene pubblico e facilitando le attività filantropiche transfrontaliere e l’azione filantropica.

La filantropia può essere un alleato fondamentale per affrontare i problemi della società: nel 2020, solo i filantropi statunitensi hanno messo a disposizione quasi 64 miliardi di dollari. Quanto di questi, però, erano indirizzati ad azioni di mitigazione e adattamento al cambiamento climatico? Solo 320 milioni di dollari. Mentre ulteriori finanziamenti sono destinati alle priorità ambientali, e le maggiori fondazioni ed enti filantropici hanno promesso somme enormi, bisogna fare i conti con la portata del problema e l’urgente necessità di un’azione per il clima.

In the report published yesterday by Onward they analyse the records of different regeneration schemes since the 1960s. It finds that “the most successful regeneration schemes ensure communities have a stake in the regeneration process, including by putting local people in charge of priorities, devolving budgets, and building new community-level institutions.” As a result they make a set of recommendations that include “ensure neighbourhoods can take a more active role in supporting local regeneration through the levelling up agenda.”
