La modifica è frutto del lavoro di due anni di una task force dedicata composta da Philea, Swiss Foundations e altri esperti del settore che hanno evidenziato che l’assoggettamento delle fondazioni a ulteriori obblighi di rendicontazione non sembrava essere né basato su un effettivo rischio né proporzionato, e avrebbe avuto un significativo impatto negativo su un settore che ha bisogno di concentrare i propri sforzi sul lavoro di pubblica utilità per affrontare importanti questioni sociali.
