Assifero’s 2025-2029 Strategic Framework

For the 2025 – 2029, Assifero structures its action through the 4C +1 strategic approach – a reference framework for philanthropy infrastructure organisations (PIOs) globally. We develop our programmes and initiatives around five strategic priorities, under which seven strategic issue-based missions stewarded by members of the Board of Directors have been appointed.

Since 2017, Assifero has adopted the 4C +1 strategic approach, a reference framework for philanthropy infrastructure organisations (PIOs), developed by WINGS and DAFNE – Donors and Foundations Networks in Europe (now Philea) through a collective and participatory effort. The framework is articulated across five dimensions.

This dimension focuses on strengthening and advancing the internal skills, expertise and know-how of Italian foundations and philanthropic organisations.

This dimension promotes a collaborative approach and creates enabling conditions for the development of mission-driven strategic partnerships among foundations and philanthropic organisations in Italy, as well as with Third Sector actors and public and private institutions.

It centres on strengthening the credibility and institutional recognition of Italian philanthropy, as well as deepening external awareness, across a range of stakeholders, of the value it generates. This dimension also seeks to increase awareness among foundations and philanthropic organisations of their unique role as actors of human and sustainable development.

This dimension focuses on expanding both financial and non-financial resources that foundations and philanthropic organisations can pool and leverage to increase their collective impact. It also includes the ability to catalyse new resources for the philanthropic system. What matters is not only the volume of resources, but also their quality and the ways in which they are deployed and made available.

Nurturing the ecosystem, promoting innovation, supporting the emergence of new actors and practices, and fostering their integration.

Given the heterogeneity of its membership, Assifero combines the 4C+1 strategic approach with a flexible matrix structured around four dimensions, enabling the organisation to design and adapt its activities and initiatives in an even more targeted and effective way to advance its mission.

Family foundations, corporate foundations, community foundations, centuries-old philanthropic organisations and other philanthropic organisations

Climate change, gender equity, reduction of inequalities, youth participation, etc.

Funding practices, governance models, endowments, digitalisation, etc.

From large urban centres to internal areas, Assifero enhances the richness of the territories in which foundations and philanthropic organisations operate, fostering place-based collaboration and facilitating territorial aggregation.
